Summary

Under direction, provides overall management to Biotechnology programs, Academic and Career Readiness, Corporate and Customized training and Workforce Training programs. Plans, organizes and directs the academic faculty, staff, and administrative activities of the unit to ensure that assigned programs and training comply with college standards, policies and procedures. This position will further the economic development of the county through the training and consulting resources available at Johnson Community College.

Knowledge & Responsibilities

Essential Duties and Responsibilitiesinclude the following. Other duties may be assigned.

  • Represents instructional programs and services in college planning processes and decision-making.
  • Supports academic leadership to foster student learning, effective teaching, and meaningful instructional programs resulting in the achievement of identified outcomes.
  • Provides effective management of the Workforce Development Center through budget oversight, expenditures, and forecasting of future expenses.
  • Accomplishes department objectives by managing faculty/staff, planning and evaluating department activities.
  • Communicates effectively to faculty/staff and creates a positive/collegial work environment for the academic unit.
  • Acts as a liaison with relevant community agencies, colleges and universities, secondary schools, and peer institutions in order to respond effectively to community needs and concerns.
  • Provides leadership to develop and sustain business and industry relationships.
  • Oversees the Corporate and Customized Training program and supports the continued partnerships within Johnston County to meet workforce needs.
  • Negotiates and develops profitable agreements and contracts in compliance with college policies; writes training agreements and/or contracts, close sales, and execute agreements.
  • Collaborates with employers to assess training needs related to their organization’s goal(s).
  • Serves as primary business developer for the academic unit.
  • Assesses data and program trends for the academic unit and makes recommendations as needed.
  • Promotes high-quality teaching and makes course and programmatic recommendations to program offerings when deemed necessary to advance the learning for all (faculty/students).
  • Manages the instructional process through appropriate planning, completion of scheduling activities, and ensuring adequacy of supplies, equipment, and facilities.
  • Contributes and supports the instructional division in aligning College competencies and the achievement of strategic goals.
  • Collaborates with department chairs, other instructional administrators, and with institutional departments and outside agencies and organizations on assigned activities.
  • Provides oversight in developing, implementing, and maintaining programs that respond to community needs, prepare students for success, and which meet the external requirements of the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) and other accrediting agencies.
  • Develops and manages program budgets as appropriate; recommends the forecast of additional funds needed for instruction, equipment and supplies; monitors, recommends, and/or approves expenditures.
  • Seeks/manages alternative funding resources including donations and grants.
  • Represents the college in instructional and community meetings.
  • Collaborates with the instructional leadership team in developing, preparing, and presenting recommendations and reports as requested.
  • Carries out overall day-to-day operational supervision of faculty and assigned staff.
  • Oversees the recruitment, hiring, supervision, training, and evaluation of all assigned faculty and staff.
  • Supports and enforces college administrative and personnel policies and procedures.
  • Counsels and advises students, faculty and assigned staff; suggests appropriate courses of action; and coordinates grievances.
  • Serves on committees.
  • Supports and advances the mission and values ​​of the College.
  • Performs other duties as assigned by supervising administrator.

Qualifications

Education Minimum: Bachelor’s Degree with 8-10 years related experience OR Master’s Degree with 5 years of related experience.

Experience Minimum:Five (5) years of experience in workforce and economic development; or management experience in business/industry or higher-educational experience.

Requires the ability to utilize a wide variety of descriptive data and information, such as policy manuals, Employee Handbook, SACSCOC Criteria Manual, program guidelines from NCCCS, course syllabi and course textbooks. Requires the ability to interact and present information effectively to internal and external stakeholders.

Mathematical Skills:

Requires the ability to perform addition, subtraction, multiplication, and division, ability to calculate decimals and percentages

Equipment, Machinery, Tools, and Materials Utilization:

Requires the ability to use, operate, and/or handle office equipment, such as a computer and printer, facsimile machine, copier, calculator and communications equipment.

Employment Status Definitions

The College shall recognize the following types of Employment Status, and as defined accordingly:

Full-time
All salaried persons contracted for a minimum of nine (9) consecutive months per year and who perform a full-time work load, as defined by the College.

Part-Time EstablishedLess Than 30 Hours/Week:

All employees contracted for 20 -29 hours per week, as contracted for a minimum of nine (9) consecutive months per year and who are employed for less than thirty (30) hours per week paid a per hour rate.

Part-Time Established- From 30 to 39 Hours/Week:

All employees contracted for 30-39 hours per week, as contracted for a minimum of nine (9) consecutive months per year and who work a minimum of thirty (30) hours of work per week.
Temporary Positions Full-Time Temporary:
All persons contracted for a period of less than nine (9) consecutive months, and performing a full-time
work load, as defined under the College’s Work Load Policy.

Part-Time Temporary:

All persons contracted for a period of less than nine (9) consecutive months and who work less than a full-time work load as defined under the College’s work load policy, or who work less than twenty (20) hours per week regardless of length of employment.

Policy Provisions Eligibility for Benefits
Full-Time employees in Established Positions shall be eligible to receive all benefits offered by the College.

Part-Time employees in Established Positions shall be eligible to receive the following benefits:

Employees Working 20-29 Hours Per Week:

Shall receive the Social Security matching contribution and may purchase medical insurance through the College.

The employee shall be eligible for Longevity and Maternity Leave, and shall be eligible for benefits as described under the Prorated Benefits section of this policy.

Employees Working 30-39 Hours Per Week:

Shall be eligible to participate in the College’s benefit program as described in the Full Benefits and Prorated Benefits sections of this policy.

Temporary Employees shall receive no benefits except social security matching contribution.

Payroll Deduction Benefits
